Joe Fougere recently retired from MPR Associates where he was mentoring junior engineers in the skills of project management. While at MPR, he was the Instrumentation and Controls Director leading many efforts including the licensing of digital safety systems for commercial nuclear power plants. Joe spent 7 months at Pilgrim Nuclear Station for MPR as a Technical Conscience Mentor working closely with the Pilgrim Leadership team.
Prior to MPR, Joe worked for Invensys Process Systems as Assistant Project Director for a $2.5B project supplying complete digital controls systems for Nuclear Power Plants in the Peoples Republic of China. From 1993 to 2003 Joe worked for Northeast Utilities/Dominion Nuclear Connecticut at both Connecticut Yankee and Millstone Nuclear Power Stations in Connecticut. During his time at Millstone, all three nuclear units on site were shut down by the Nuclear Regulatory Commission (NRC). Joe was the manager of a massive effort answering thousands of questions from the NRC and the contractors mandated by the NRC to independently verify the units were ready for restart.
Other professional positions Joe held include Manager of Continuous Process Improvement for Dominion Nuclear Connecticut, Supervisor of Design Engineering for Northeast Utilities, Project Manager for Zachry Nuclear Engineering/Proto Power Engineering leading multi-discipline complex projects for commercial nuclear power plant modifications, and Start-Up Engineer for Stone and Webster Engineering assisting in the start-up of Millstone and Beaver Valley Nuclear Power Plants. Joe also served in the United States Navy as Senior Reactor Operator onboard the USS Thomas Jefferson.
During his career Joe was fortunate enough to have attended several leadership courses including the Center for Creative Leadership, the Institute of Nuclear Power Operations (INPO) Engineering Supervisor Professional Development training, and Six Sigma Black Belt training.
Joe and his wife Ellen, both originally from Boston and now residing in Connecticut, have been married 48 years. They have two children, Mike and Nina, and two treasured grandchildren, Flynn and Evie. When not enjoying time with family, Joe and Ellen enjoy biking, kayaking, and the Caribbean.
